ci: enable beman-tidy in default mode

Summary

Enables beman-tidy in default mode as requested in bemanproject/beman-tidy#330.

Findings

Ran beman-tidy in default mode across the target library (exemplar) using pre-commit. All checks completed successfully with zero errors (Passed), so no preliminary bug-fix PRs were necessary (skipping Step 3 of the integration guide).

I have updated the branch to fix the Cookiecutter discrepancy and added the missing EOF newlines. All pre-commit, linting, and formatting checks are now passing! 🎉

We previously decided to not integrate beman-tidy inside exemplar, but run an exemplar-based test inside beman-tidy repo: https://github.com/bemanproject/beman-tidy/blob/main/.github/workflows/run-on-exemplar.yml. I will discard this PR
