Fixes the pre-publication failure in the v3.0.0-rc.1 release workflow.\n\n- pins npm 11.17.0, which supports the workflow's Node 22.22.1 runtime and npm trusted publishing\n- adds an explicit workflow_dispatch recovery path for an existing release tag\n- keeps manual retries idempotent and prerelease-aware\n\nThe failed run stopped before installing dependencies or publishing either package.
