fix(codegen): delegate through consumer-aware CLI

Closes #246.

Summary

• update @btst/codegen to delegate through @btst/cli@2.2.4
• preserve argument passthrough and document consumer-project config resolution
• keep @btst/db and adapters on the retained 2.2.3 cohort

Validation

• 159/159 codegen tests pass
• codegen typecheck and build pass
• exact Bio Mogging Prisma and Better Stack Web Drizzle configs generate unchanged with the packed CLI
• independent Standards and Spec reviews report no findings

Merge order

Merge and publish the linked Better Auth CLI PR first; this wrapper intentionally depends on the public @btst/cli@2.2.4.
