Fix server/browser hydration mismatches in public blog cards and article headers by formatting dates in UTC with the existing English presentation. Card datetime attributes now retain ISO timestamps.

Includes regression coverage for UTC server HTML hydrated in Auckland and Los Angeles, including publication-date and draft creation-date boundaries. Compatible patch: no public API, schema or dependency changes. @btst/codegen remains at 0.2.0.
