Patch release making Kubernetes namespace creation explicit.

The generic Helm chart, server image, and devcenterctl image are available from GHCR as private OCI artifacts. The OCI images include BuildKit provenance and SBOM attestations.

This release was built and verified locally because hosted GitHub Actions are currently blocked by the organization spending limit. Release assets are therefore unsigned.
