Fixed

• The checks decoded hook output with the local code page on Windows.
  subprocess with text=True uses locale.getpreferredencoding(), which is
  cp1252 there, so reading UTF-8 hook output raised UnicodeDecodeError. The
  0.3.1 fix covered what the hooks write; this covers what the checks read back.
  0.5.0 was tagged before the Windows job reported, so this is the release that
  actually passes on all three platforms.
