The final 2.x release. Eight new packages: BuildFarm / DepBot / DocAnalytics / Testing / Distribution / MediaServer / WindowsAutomation / MicroAgents. All fail-closed Null impls.

36 packages total across 2.0 → 2.9. CircleAI 2.x is feature-complete as the Western-dev-tools contingency runtime. The contract surface is stable; real backends land in 2.x.1 dot-releases.
