HTTPS_PROXY Env Var Automatic Support

• Automatic setting or removing HTTPS_PROXY Env Variables in Windows. This is necessary for running Applications like Docker, Ollama behind the proxy.
• Now, it automatically creates the setting if the file exists in your system. But remember, you need to execute this block of code once in order to get the proxy details to create relevant settings in the applications/CLIs.
• Increased time limit from 50ms to 500ms as sometimes proxy server takes time to respond.

This Release makes it necessary the executable to be run in administrator mode as it alters HTTP_PROXY variable of the System.

Hope you get a relief toggling Env Variables (or probably you just switch to non-proxified network till now) just to build an image or push it to container registry. Feel free to make it more robust by your valuable contributions.
