Sync workflow-preset community catalog to v1.3.9

Summary

• Update the community catalog workflow-preset entry to v1.3.9.
• Align the release download URL, description, updated_at, and provides counts with the bundled preset manifest.
• Add a regression test that keeps the community catalog entry aligned with the manifest.

• uv run python -m pytest tests/test_presets.py -k "workflow_preset or community_catalog_url"
• Local community catalog smoke via raw branch URL: search shows workflow-preset v1.3.9 and install resolves v1.3.9
