Layering cleanup LC-3 — alert, throttle, and session-energy analytics moved
out of the TUI widget into L2 (actop.analytics). New AlertEngine owns the
per-alert sustain counters, swap-rise window, and cumulative energy integral; AlertEngine.feed(snapshot) returns an AlertFrame (thermal/throttle/bw/pkg/
swap verdicts + swap_rise_gb + session_energy_j). domain_throttling, bandwidth_percent, and package_power_percent are now module-level L2
functions taking explicit reference values. The dashboard widget's _compute_alerts shrank to formatting the frame into status-line tokens; no
alert/throttle/energy math remains in tui/. No visual change.
Session energy is now integrated over the real inter-frame dt derived from SystemSnapshot.timestamp instead of the fixed sample interval. This is a
correctness improvement (honest elapsed time), with one behavior note: the first frame contributes 0 J (no prior timestamp to diff against), whereas
the old fixed-interval integral counted the first frame.
