System prompt control release.

  • Adds preserve, append, and override system-prompt modes
  • Defaults to preserve so existing Evonic system prompts are unchanged
  • Keeps scoped ephemeral prefill active in every mode
  • Makes override request-scoped and never writes SYSTEM.md
  • Exposes the selected mode in Agent State
  • Retains the fail-closed authorization gate from v0.1.4
