Runtime integration fix for Evonic Authorized Red Team agents.

  • Keep the recorded authorization boundary and ephemeral prefill active when provider discovery returns none_needed
  • Detect Indonesian hard-refusal responses so programmatic retry state is accurate
  • Preserve Hermes-style append behavior through the Evonic append system prompt mode
  • Add regression coverage for none_needed context injection and localized refusal scoring
