Hot fix for sampleSizeValue

Fixed SQL for api.dwc_oc_occurrence and api.dl_event that previously caused ASVs to be counted multiple times if they had multiple annotations, i.e. one 'valid' and at least one 'old' annotation. Summing code now includes a "status = 'valid'" condition. Note that this error has caused inflated sampleSizeValue in most datasets except IBA (which have not been reannoted yet).
