Bug fix for infinite scrolling etc.

Fixed infinite scrolling bug in Select2 dropdowns on FILTER search page by modifying PostgreSQL function to fetch an extra record for detecting more results, and editing Flask endpoint to compare total 'count' with set 'limit' to correctly set 'more' property for dropdowns, before dropping the extra record.

Added a few clarifications on allowed upload formats in submit page, and a few text boxes in the SBDI-ASV-template to help data providers sumbit data in correct format.

Also updated the site ID used in the Matomo web analytics platform to reflect recent reconfigurations in SBDI.
