Prefer the bundled npm-cli beside the install root, then npm beside the running node, before falling back to PATH. Fixes first-run ENOENT on clean 0.7.4 installs.

Fixes first-run ENOENT on clean v0.7.4 installs: prefer the npm-cli bundled beside the CoCo install root, then npm beside the running node, before PATH. Validated on a clean v0.7.4 install (webui 0.8.17 installed and served).
