The registry gains its fourth package, and the "next extraction" row this file named is now in motion: limitkit, extracted from the fleet's 12 hand-rolled rate limiters, with fleetcrown converted as the proving consumer.

Listed on day one for the same reason threadkit was: a package with zero adopters removes zero duplication, and the registry is where the next session finds out adoption is unfinished.

orangecat is named as the next adopter because it is the payoff case — its ADR-0002 (Unify Rate Limiting Modules, Proposed since January) becomes a 12-line Store adapter over its existing Upstash client, plus three deletions.
