This release keeps Bitcoin Base governance, proposal, voting and superblock functionality active.

Platform-related Core/Evo hooks are present, but full Platform critical sporks remain off by default and can be enabled later by spork when the network is ready.
Notes
- Windows setup is currently unsigned.
- Users do not need to install Berkeley DB 4 manually when using the official release binaries.
