This PR bumps the package version to v0.12.3 and updates the CHANGELOG.md.

@luisschwab I've been thinking on also fixing the missing serde_json feature in this release too, as we noticed in bitcoindevkit/bdk#2099. WDYT ?

@luisschwab I've been thinking on also fixing the missing serde_json feature in this release too, as we noticed in bitcoindevkit/bdk#2099. WDYT ?
