The `ReadOnly` parameter in the `BitCircularTimePicker` is not implemented

The ReadOnly attribute in the BitCircularTimePicker component is not functioning as expected. When the ReadOnly attribute is set to true, the time picker input should be non-editable, preventing users from changing the time value manually. However, this is currently not the case.
