Apache-2.0 relicense across all four manifests (pyproject.toml, both
package.jsons, src-tauri/Cargo.toml). NOTICE + CONTRIBUTING added.
SPDX identifiers on all source files. GitHub Actions bumped to
current recommendations. Standard badge set added to README.

1188 tests passing. No behavior changes from prior version.
