⚠ BREAKING CHANGES

• rules: the v1 gate rule is now erc5192-min-balance; criteria naming
  erc721-min-balance recuse via UnknownRuleError unless the host registers it
  explicitly. Both halves re-CID every criteria document, so every contest gets a
  new topic — land as one cutover (release, upgrade clients, redeploy the Pass
  locked, then flip the manifest). See DESIGN.md "Cutover ordering".
