Fix unique notification tracking and callbacks

Handle missing and empty unique IDs safely, use exact unique-ID matching, and keep close-without-ID behavior closing all tracked notifications.

Add NotificationClosed callback handling, Python 3.7-compatible action parsing, callback/unique-ID regression tests, and runnable examples for callback monitoring and unique-ID closing.
