not setting ENV variables for .erb files

For some reason in my setup, the ENV variables are not set before .erb files are interpreted.

I've checked to see if they are being set in controllers and models -- they are. Same with console. Everything looks normal there.

Any guess what could be going on?

Rails 4, ruby 2.1, guard, puma

looks like the issue was some cached assets

(i thought i had purged all relevant things before making the ticket, but i hadn't)
