Local MCP for ChatGPT v0.5.5 public preview

Public preview patch release for Local MCP for ChatGPT.

Changes:

• Portable build can now run the local MCP server using the packaged Electron runtime when external Node.js is unavailable.
• Keeps external Node.js as preferred runtime when available, but no longer requires it for portable use.

Smoke tested:

• npm run test:all
• packaged Electron runtime server healthz
• MCP tools/list and read_file via /mcp
