• Fixed the desktop app never detecting updates. electron/package.json's version had been stuck at 0.3.0 since it stopped getting bumped in lockstep with every release, so electron-updater on an already-installed 0.3.0+ desktop app always saw "up to date" no matter how many newer releases existed — this release resyncs it and every future release should update correctly again.
• Added a MANAGE_SERVER permission, and fixed the Instance Settings gear icon being hardcoded to the instance owner only. Real gap: assigning a role every existing permission still didn't grant access to server settings (General/Mail tabs), because the endpoints backing them had no permission escape hatch — and even after adding one, the gear icon itself was owner-only, so a role with MANAGE_CHANNELS/MANAGE_ROLES/MODERATE_MEMBERS couldn't open the settings modal at all to reach the tabs it already had access to.
