Provider currency and budget accounting maintenance.

• Updated the locked OpenAI, Anthropic, Google GenAI and Azure Projects SDKs,
  with explicit guarded HTTPX2 transports and offline serialization checks.
• Added eight reviewed public model candidates, corrected GPT-5.6 pricing and
  retained conservative long-context and future Gemini price caps. Candidates
  remain preview-only, with defaults and frozen expert comparisons pinned.
• Fixed unknown model identities inheriting registered pricing, incorrect
  OpenRouter price-limit nesting, clipped overrun settlement and NaN ceilings.
  Full reported charges now reach the append-only ledger; an overrun freezes
  paid authority and fails before report publication.
• Corrected key-limit and funding guidance to respect the default $5 ceiling
  or a tighter limit while preserving existing operator settings.
• Patched published Python and frontend dependency advisories, regenerated the
  frontend archive, and corrected plugin checksums across Windows and Linux.
• Updated README, AGENTS and living-expertise acceptance gates so continuity
  carries duties to prepare, attribute, explain, dissent and revise.

No new paid dispatch authority or expert-quality claim is introduced. The
pinned DeepSeek endpoint remains refused because it is absent from current
OpenRouter metadata. Other metered APIs, automatic fallback and unattended
work remain gated. The next product gate remains the blinded four-arm local
comparison and accountable human review.

Validation: CI on main 1c60fd7d
passes. Python 3.12, 3.13 and 3.14 each pass 12,508 unit tests, with
85.13%-85.21% combined statement/branch coverage and independent 80% gates.
Lint, strict types, code-health ratchets, documentation consistency,
paid-boundary checks, core installation, plugin packaging and CodeQL pass.
All 87 frontend tests and 96 synthetic browser checks pass. Python and npm
audits report zero known vulnerabilities; GitHub reports zero open dependency
alerts. Rebuilt wheel, source archive and plugin assets pass distribution,
packaged frontend, clean-wheel stdio/persistence and host installation checks.
SHA256SUMS accompanies the three archives. No paid inference calls were made.

Post-publication validation: all public downloads match the recorded main
artifact hashes. The published Windows installer passes in an isolated pipx
environment, and the installed CLI reports 2.50.23.
