Breaking change

RuntimeOptions.base is removed. Callers using it should migrate:

- { base: 'https://other-host' }
+ { url: (u) => { u.host = 'other-host'; return u } }

The previous base option (URL | string) from previous release v13.0.2 post-processed the URL by setting url.search = query, which clobbered any signature params on presigned URLs. Replaced with a function-only url that gives full takeover.

The function receives the default-built URL (base + path + query) and its return value (URL | string | Promise<URL | string>) is used as-is — no further pathname or query processing — making it suitable for one-off targets like presigned uploads.
