Fix plugin icon manifest workflow.

Changes:

Fix release workflow so plugin icons are included in the update manifest.
Keep BlogLogistics plugin icon assets in the plugin package.
Use the shared BlogLogistics update-server icon URLs for WordPress update screens and plugin details.
