Fix updater library loading conflict.

Changes:

Prevent Plugin Update Checker from loading more than once when multiple BlogLogistics plugins are active.
Keep the Maintenance Page updater wrapper class plugin-specific.
Prevent fatal errors caused by duplicate updater library class declarations.
