Move settings under the BlogLogistics admin menu.

Changes:

  • Move settings from Settings > Remove Comment Feed to BlogLogistics > Remove Comment Feed.
  • Add shared BlogLogistics top-level admin menu with RSS-style Dashicon.
  • Keep the configurable blocked comment feed message.
  • Keep automated release ZIP and full changelog manifest workflow.
