tests: don't drop DEBUGGER in cluster_utils.sh - #6069

cluster_utils.sh contains useful functions to interact with a test cluster from a testcase. However it does not preserve the `$DEBUGGER` prefix (e.g., gdb, valgrind). Signed-off-by: Rivers Zhang <hzhang320@bloomberg.net>
