[FEATURE]: Disable fetching dictionaries from Github

Feature Description

Provide the ability to disable auto-fetching dictionaries from Github and add use pre-downloaded dictionaries instead.

Use Case

This would help when using Codebook on hosts without internet access. Currently without internet access startup takes longer, because there are three attempts to download the dictionaries.

Proposed Solution

Adding a configuration options to set paths for prefetched dictionaries.

hey! thanks for the request. I thought the dictionary checks were nonblocking if the local cache existed already, but I'm probably wrong. would it be good enough if the check still happened, but codebook just used the local cache while it happened?

this would mean instead of a pre download, you'd just have to use the lsp at least once while you had internet, then you could disconnect forever as long as you don't need more dictionaries.

The problem is that there are hosts that don't have internet access ever and it should work for them as well. I tried copying over the cache to a host without internet, but it did not work. I think it would be best to provide a setting to completely disable requests, because it is cleaner. Then provide a way to manually add dictionaries or build a database.
