I simply forgot to do it earlier. It was always intended to be under GPL3

v6 - Version Bump

Forgot to version bump on last release

v5 - Makefile rmd

No functional change.

Makefile was removed from the project as the project can be built with itself

v4 - Clean command bug fix

The clean command now removes the .hdrtimes/ folder (it was coded incorrectly before)

v3 - Header Files

• Add version info to usage printing
• Rebuild on header change

v2 - Bootstrap Build System

The Makefile is no longer needed as there is an acbs.ini in the repo now.

Dockerfile: use docker to build Linux compat bin

I use NixOS, so this is for release
