SkillCurator safety: non-destructive quarantine vs dry-run and automatic reflection policy

Context

Raised during peer review of PR #45.

Safety & Design Questions

1. Dry-Run by Default: Should run in dry-run mode by default, logging recommendations in rather than moving folders automatically?
2. Quarantine Retention & Restoration: Ensure soft-deleted skills moved to have a clear restoration command () if an in-progress skill was quarantined prematurely.
3. Unattended Background Cadence: Define how operates safely during unattended background cycles without risking data loss on newly scaffolded skills.

Goals

• Add dry-run flag / behavior for manual and automatic curator runs.
• Add command to recover quarantined skills from .
• Ensure new skill scaffolding () is marked in-progress so curator skips active drafts.
