Aligns the repository with upstream conventions: Claude files now use the Anthropic skills repository pattern with .claude-plugin/marketplace.json and skills/docker-setup-helper/SKILL.md, while Codex files now use the OpenAI .agents/skills/docker-setup-helper/SKILL.md layout with openai.yaml metadata.
