[CIVL] Split IS inductiveness check into multiple procedures (#235)

Inductiveness w.r.t every eliminated pending async is now checked individually
in a separate procedures. The validity of the user-supplied choice is also
checked in a separate procedure.

Also remove :inline attribute on a function that is being used as a trigger.
