boost::this_thread:sleep on Windows 11 waits 32 ms longer than requested

It seems that the '[tolerable wait](https://github.com/boostorg/thread/blob/ac15f907be14ce070a99d0c719aa8bcdb14de6b0/src/win32/thread.cpp#L652)' parameter of SetWaitableTimerEx is now used to delay the process resume as much as possible.
