Revamped retroactive scan and minor enhancements

Breaking Changes

• Redis v5.x is the minimum version of redis needed for Retroactive AutoRole to work,
• Golang minimum version needed is v1.17 for improved accuracy on scheduled actions
• Retroactive Scan is only available to premium users now.
