feat: add scraps check to run the build without writing the site (#810)

scraps check runs the same pipeline as scraps build (config, load, render) and exits non-zero where a build would, but writes no site. It catches a missing [ssg] section or a broken template under static/ without touching the output directory, which makes it usable as a PR or pre-commit gate.
- It never reads git, and it takes no flags.
- .scraps/ (the IR cache) is still updated, as with every other command.
- Lint is not part of it: scraps lint still exits 0 on warnings.
feat(plugins): settle the context learn explains and quizzes in (#804)

The pkm plugin's learn now settles one context before it explains: the part of the wiki the user is learning the source for. Points, the explanation and the comprehension questions all come from that context, so the check no longer asks about parts the user did not come for. The plugin version goes to 0.2.0.
- A page written by learn no longer links to pages outside the context.
- A run can ask one more question than before, only when the context cannot be decided.

fix(html): resolve heading-reference wiki-links to the target scrap (#797)

A heading-reference wiki-link rendered to a broken URL in the static site: [[Home#Welcome]] linked to scraps/home-hash-welcome.html#welcome. It now links to scraps/home.html#welcome with the label Home, and every rendered heading carries an id for the fragment to land on.
