Tagged release support

The action now works on releases. Run it on release: published and it compares the release tag with the previous tag, then sends the release title and notes, the commits in between (latest 200), and the diff. Lock files and generated files are still dropped, and large diffs are still summarized.

What's new

  • New release_tag input to run for any tag from any event, such as workflow_dispatch.
  • base can override the previous tag as the starting point.
  • The first release compares against an empty tree.
  • Tag names are resolved as tags only, so they can't be mistaken for git flags.

Existing PR, push and pr_number workflows are unchanged. Upgrading from v1.0.0 needs no changes.
