This release candidate adds scoped workspace/project administrators and simplifies everyday Web controls while keeping Code Agents as the primary execution interface.

• Issue detail uses a paginated eligible-person selector with an Unassigned option and a single completion action with an optional note. Board cards no longer repeat a completion-note action.
• Blocker reasons and prerequisite relations are clearer; boards can filter blocked or unblocked Issues before pagination without exposing hidden relations.
• Owner invitation history moves to a separate 20-row paginated page. Ordinary browsing remains separate from the complete safety review for uncertain invitation operations.
• Workspace and project administrators manage only their authorized scope. Workspace administration extends to child projects; the unique Deployment Owner retains instance recovery, public-join limits, permanent deletion, and deployment authority.
• Agent Skills improve browser delivery preflight and authentication failure recovery.

The Service bundle targets schema 9. Existing schema 8 installations apply 0009_scoped_administrators.sql; a verified restore point, migration ledger/schema readback, and a compatible Worker are required. Existing administrator assignments are not created implicitly. Local Skill updates and Instance upgrades remain separate operations. This is a prerelease; no stable release or additional paid service is introduced.

本候选版增加工作区/项目分级管理员，并简化日常 Web 操作；Code Agents 仍是主要执行入口。

• Issue 详情改为可指派人员分页下拉框，支持未分配；完成操作合并为一个选填说明入口。看板小卡片不再重复显示完成说明按钮。
• 明确人工阻塞原因与前置依赖关系；看板支持在服务端分页前筛选阻塞/非阻塞事项，不泄露不可见关系。
• Owner 邀请历史移至独立页面，每页 20 条；普通浏览与不确定邀请操作所需的完整安全复核保持独立。
• 工作区与项目管理员仅管理授权范围；工作区权限继承到子项目。唯一 Deployment Owner 保留实例恢复、公开加入限额、永久删除和部署权限。
• Agent Skills 完善浏览器交付预检与认证失败恢复。

Service bundle 使用 schema 9。schema 8 实例需应用 0009_scoped_administrators.sql，并核验 restore point、迁移 ledger/schema 和兼容 Worker；不会隐式授予管理员身份。本地 Skill 更新与线上实例升级仍为独立操作。本版为预发行版，不发布 stable，也不引入额外付费服务。
