• 管理页使用统一人员选择器，补齐项目成员及管理员候选查询，改善邀请创建和管理体验。
• 新增项目标签管理页，支持标签创建、改名、颜色和删除；详情页标签可增删并及时读回。
• 改善参与者项目切换、跨项目导航及看板列分页；卡片和详情页提供优先级快捷操作，保留原状态、负责人和标签。
• Owner 可配置双语公开首页说明，支持语言回退、恢复默认、纯文本安全展示、版本冲突核对和不确定响应恢复。未配置时 cfkanban.dev 显示公开测试演示提示，其他实例保留独立部署说明。
• cfkanban-admin 直接说明首页设置 API；日常 cfkanban 技能补齐优先级设置与清除的中英指南。新增源码仓库专用 project-release 维护流程，不随用户 Skill bundle 分发。

This is the first 1.1.0 release candidate, covering Web collaboration improvements and configurable homepage notices since 1.0.0. GitHub stable remains 1.0.0. This candidate is for users who explicitly select prereleases and for the public cfkanban.dev test instance.

• Unified person selection and project-scoped candidate queries improve member, administrator and invitation management.
• Project label management supports creation, renaming, colors and deletion; Issue details support adding and removing labels with readback.
• Participant project switching, cross-project navigation and board-column pagination are improved. Cards and Issue details offer priority shortcuts while preserving other Issue fields.
• Owners can configure bilingual public homepage notices with locale fallback, explicit default restoration, plain-text rendering, CAS conflict review and uncertain-write recovery. The built-in cfkanban.dev notice identifies it as a public test/demo instance; other deployments retain the independent-instance notice.
• The admin Skill exposes homepage settings, and the daily Skill explicitly documents priority changes and clearing. The repository-only maintainer release Skill is excluded from distributed bundles.

升级与验证边界 / Upgrade and verification boundaries

API 合同版本保持 0.1.0。Schema 从 10 升级到 11，仅新增 0011_homepage_settings.sql 的 singleton 设置表并更新 schema 标记；不重写历史 migration，不删除已有业务数据。现有 Owner、Credential、项目权限及可选 R2 配置保持。升级必须按准确工件、恢复点、migration ledger/schema 和授权 journal 执行；Worker 回滚不回退 D1，Time Travel restore 不自动执行。

The API contract remains 0.1.0. Schema advances from 10 to 11 through the additive 0011_homepage_settings.sql migration. Historical migrations and existing business data remain intact. Upgrades preserve identity, authorization and optional R2 configuration and require verified artifacts, restore evidence and migration ledger/schema reconciliation. Worker rollback does not roll back D1; Time Travel restore is never automatic.

Local automated checks do not establish real-browser or cross-host end-to-end acceptance. Instance and local Skill updates are independent and verified separately; current-task plugin loading is a separate check. The public test instance may be updated or briefly unavailable.
