- new bot /transactions command to see debt transactions

- refactor to move certain formatting functions to a different file
- the bot will now cache discord usernames locally (based on discord user ids) after fetching them from the discord api so it doesn't have to hit the discord api every time
- /refresh_name command with update your username in the bot cache if you change discord username
- new /repeat_that command that does nothing.... for now
- new api timeout config (default 10 seconds) will ensure bot does not get stuck waiting on api
