What changed

• The Helm chart shipped a 23-release-old image. values.yaml leaves the
  image tag empty, which the chart resolves to .Chart.appVersion — so
  appVersion is the version a Helm user actually runs, and it had been sitting
  at v0.4.0 since it was written. It now tracks the release, moved by
  scripts/sync-chart-version.mjs as part of the release steps, and
  web/tests/deploy/chartVersion.test.ts fails the build if the two ever drift
  again — and the release workflow itself now refuses to publish a tag whose
  chart is behind, before a single artefact is built. Every release updates
  the chart; it is a step of the process, not a chore to remember.
