Fresh install now correctly shows the setup wizard

On first startup with no prior configuration, the admin UI was incorrectly displaying the Server Settings modal and the "Settings Migration Complete" notice instead of the setup wizard.

Root cause: The TZ environment variable was included in the upgrade-detection check that determines whether an instance is a fresh install or an upgrade from pre-v2.31. Since TZ is set by default in most Docker environments, fresh installs were being misidentified as upgrades, causing setupComplete to be set to 1 (migration state) instead of remaining 0 (wizard state).

Fix: Removed TZ from the upgrade-detection loop. Only PhValheim-specific settings (steamAPIKey, gameDNS, basePort, etc.) are now used to detect legacy upgrades.
