Fix and normalize all subrepo CI

Summary

• make standalone subrepo dependency resolution reliable and include all 20 packages in parent Packages CI
• normalize hosted Xcode 27 workflows across Ubuntu Noble, macOS, Windows 2022 and 2025, Android 34, iOS 27, tvOS 27, and supported watchOS 27 jobs
• retain NPMPublishPlugin Apple platforms by conditionally exposing and linking Subprocess-backed APIs
• fix Files Windows canonical paths, current-directory resolution, and test cleanup; propagate the fixed Files and Ink revisions through Publish consumers
• adopt the MistKit-style repo-local mise tool cache action for all subrepo lint jobs
