BRIK64 CLI 0.1.0-beta.18.1

Functional changes:

  • Adds explicit blueprint output modes: pcd_certified, sdk_logic, and inspection_draft.
  • Generates local PCD candidates and an app-system polymer only when local candidate evidence exists.
  • Reports SDK-first logic inventories separately from PCD-certified outputs.
  • Aligns the public agent workflow around logic planning before choosing PCD-first or BRIK64 SDK-first routes.
