Add release CI, Claude Code plugin, binstall metadata, brew tooling

- Rename all user-facing verbiage from 'Strip Comments' to 'rm-comments'
- .github/workflows/release.yml: test + build + package binaries for
  macOS (arm/x86), Linux (arm/x86), Windows on v* tags
- Claude Code plugin: .claude-plugin manifests, SessionStart CLI check,
  installable via /plugin marketplace add bryceremick/rm-comments
- cargo-binstall metadata pointing at release artifacts
- scripts/update-brew-formula.sh regenerates the Homebrew tap formula
- PUBLISHING.md: owner-side runbook for every surface
