Make build log viewer optional
New flag "-logviewer" (default off) to enable the log viewer code.
It pre-fetches the files before rendering the page, resulting in an
unfortunate query amplification of ~6 backend requests per page load.
In the case where BT gets hammered by a scraper, this can degrade the
backend performance. -
