Re-export the two regtest helpers from packages/wallet/wallet-toolbox/src/services/createDefaultWalletServicesOptions.ts, add a test, validate, push. No version, release-note or main changes (ty-everett/#1070 owns the 2.14.9 release).

Closeout for handle sirdeggen/ed1e18d7-792c-46cf-8fd9-54624e128d9e.

Completed: b599e3d on #819 re-exports regtestArcadeUrl and regtestChaintracksUrl from createDefaultWalletServicesOptions, so the index.all, index.client and index.mobile entry points expose them. Added an entry-point test. Replied to and resolved the Copilot thread. No version, release-note or main changes.

Validation (local): wallet-toolbox build, typecheck and lint pass; format:check and health:check pass; src/services suites pass (676). The new test fails without the export.

Pending: CI on b599e3d and 1 approving review. Merge stays on hold until #1070's 2.14.9 publication lands; then merge main and rebase the release notes onto 2.14.9. No successor handle.
